WoC items The "real" facts

Ok so we have the XP and the savants fixed and everything seems to be working great ...right? Well where in the heck do you get the WoC items? I mean thats the whole purpose of spending hours and hours getting to the hard to reach 101,102....105 level right?

Well I offical have WoC PSI level 1. Where do I purchase what I worked so hard to get?

long time ago they said that you have to find a artifakt and do a hard run to get a WoC Item (if I remember correctly)
