There's basically three clumps of smugglers, all in Pepper 3. Two clumps are fairly near eachother, and then for the other (which I believe has the boosters), you've got to go down a ramp, then back up and straight through some doors on the other side.

Ah Ok, didn't know about the 3rd clump all the way in the back near the subway entrance.

Found them at the Crahn store in the Dome. It's between the FA sector and the Crahn sector.

Found them at the Crahn store in the Dome. It's between the FA sector and the Crahn sector.Those Crahn stores are actually in most of the faction related sectors, not just that one.
