Yeah, just found this out myself. Perhaps the NPCs should state "Come back when you have XXX nc"? Would help a lot, especially as the run from Regeants to F_02 is fairly bumpy, can be annoying to run all the way their to find out that the Savants are in fact trying to scrounge millions off you.

I'd rather the NPC told us, because leaving us in the dark means we could go along with 1k over what we need, then we pay and find we are skint after :(
