why is it so hard to get a psi spell

i mean i dunno if its just me but ive been looking for a few low level ppu spells ie like def/shelter etc and i find it hard as fux to find a shop wich sells any psi spells why the fux is it so hard now i dont see any relavent point to other than to piss nc players of k and thx

ALL lvl1 spells are found in DoY and pp3.
