Missing NPC

Tried to do the TG epic make FAnG but can't find the last NPC called "Blight"

He was just outside the city entrance in beta but he is no longer there in Retail?

Me and cannings have been looking for like... an hour :S

Has anyone seen him or GMs has he not been spawned?
