ok im playing about with a stock pic of some chick i found and i got this idea but
i dunno if its possible or not

wanting to give her skin a sorta matrix 1's and 0's sorta look...im thinking a filter
would do this but cant find one that will.

Anyone got any info that can help me with this??

Create a mask of the skin area you want to affect and follow this tutorial... Tutorial (http://www.eyesondesign.net/pshop/matrix/text_effect.htm)

You can play with the transparency of the layer (as well as a myriad of other options) to blend it with the original skin. Don't forget to post the final results. ;)

i was gonna recommend displacement maps and liquification effects so you could bend the matrix numbers around her face, but i see you already got what you wanted
