[OT] Looking for an older cartoon

Long ago on this forum there was a thread that had a catoon in it about a guy that "open fire into a crowded room and hit 3 people" and this kid was watching that news story on the tv and was like "only hit 3 people? blam it on the lag now bitch"

that is a very short hand version of the cartoon but maybe it will trigger someones mind about where it can be found.
