Just 4 chars?

Ok so i take my selected 4 chars from erm *thinks* say 10 chars on my number 1 account, then a little time down the line i want to delete one of them chars (for what ever reason) can i bring another one of my chars from account number 1from nc1? or will they be lost n forgotten about forever? And i have to make a fresh new char from nc2?
