there will be one. There probably will be more, if the players keep coming.

It says that right where the .plan file is if you actually read the thing.

Only drawback is IF we dont get more players playing. We wont get more servers. And that would be unfair to the 1char players who wants ONE slot and they waited to convert infavor of a new international 1 char server.

There is no need for an English server. The international one will be dominated by english speaking people anyway. I know countless people who have played on pluto from other countires and they speak english better than I do. I dont see the problem there - English is the most widely spoken language in the world so communication isnt an issue
