Const tool TL and quality

Does anyone know what the effect is, of the TL and quality of a construction tool?

I know the obvious one - that you can't build things above the TL of the tool. But as the TL of the item built approaches the TL of the tool, is there any effect on the resulting quality level of the item constructed?

Also, the quality of the tool - does the quality of the tool affect the quality of the item built? Should I spend millions for a tool from Crytons or a few hundred K for one from Yos? Yeah I know, use a barterer, but the same question applies, just a smaller difference.

Neither condition of the tool nor from the BP does effect the build afaik.

I have yet to see any effect at all aside from the aforementioned obvious ones. I done a lot of CSTing with a lot of different tools.

i dont think it has anything to do with the final product as in stats and slots,
but more along the lines of fails. meaning the higher quailty would only really
be most needed in ress tools.
