What's in your neocron.ini file?
Check you have this line:


PREFDRIVER = "(D3D7) Primary Display Driver"

no file errors, no other errors, i though it was somekinda new bug in launcher i think no then :/

Were you able to fully patch succesfully? Did you use the american laucher/patcher available on the neocron ftp?
