so whats the real deal on speed fella's...i mean ive heard all different kind of things...but what is absolute HARD cap on speed ???

from my and some friend's testing on the TS and on Saturn the 75/75 cap is VERY soft... it actually may be much higher now... the highest I ever tested was 100/100 and that was faster, although not significantly, than 95/95 or 95/100

Now here's one for you.

On one of my chars i have 101 athl and 60 agility, or the other way around i dunno.

Char runs pretty fast
Then when i pop redflash, beast and the exp legimplant becomes acive due to drugs, i run SLOWER ???????????

I've observed drugs slowing you down as well... IDK if it's a feature, or an undocumented minus on the drugs, or what, but they defninately do IME
