Im trying to turn my PE back on but since the card I used for it expired the account has still been "active" so I canclled it. But now when I try and turn it back on I dont get the payment choices.

Cancel the account via Worldpay. They hold the account in payment suspension if you cancel while the account is in default. Cancel via https://support.worldpay.com/shopper/ and it will reopen the links.
will it charge me for those months I didnt play?
If the account was active at the time, but as far as I understand they turned it off.
