PSI booster build

Ok... So if you build ammo, say... Gatlin cannon ammo... you use Ammoparts and you built packs of 10, right? Why isn't that so for PSI boosters? Cmon... you can't say they're drugs... They are used by monks just like ammo. So... why not make boosters buildable in packs of 10?
