Weapon lore and vehicle gunning

Does weapon lore effect the use of vehicle weapons?

It did in the last patch, I haven't tested it under 199. I assume it does, they didn't list it as changed in the changenotes. HC has always seemed to do more though. It's really hard to tell as there's no way to check your stats on vec guns.
