Strange armor vallues ?

Trying to sort my PE his armor.. he got

Artifact advanced battle boots TL 37 SRT req 37
gives 78 force and 52 pierce

that is exactly the same as the
great carbon boots TL 60 and str 60

kinda wierd a TL / str 37 has the same protection as a TL 60 one ?

Afaik, the carbon boots are missing poison values. All the other carbon armour types have poison, the boots don't. That's why their force/pierce is apparently low.
